stream of water approaching them and starts barking.

The kid turning to the dog surprised: Hey, boy. Settle down or what is it?

Dad?

Father: Run. Come on, son. Come on.

 Gee, it could be either, depending on his tone of voice. Mostly, it's a vocalization of his surprise that the dog is suddenly making all that racket, imo.

Hi,
'Hey,boy' is a common way of addressing a dog.
In this context, it probably does mean 'Why are you barking? / Settle down'.

Now, I'm not so sure whether the IMO should be with capital letters but I'm pretty sure

 Are there capitalization rules for standard internet acronyms? Hmm. As the technology matures, it gets fussier, I guess.
