high/golden times

Chiufen was the site of one of Asia's largest gold mining areas with such titles as the "gold capital of Asia," and "Little Shanghai." A lot has changed since those high/golden times.

Within the context you have provided, they are about equal.  Without the reference to "gold mining areas," I think that 'high' would be the better choice.
