Paticular emphasis is placed on attracting highly qualified and experienced skilled and business people as migrants.

What does "high qualified" mean? Does it mean the persons who have high qualification or ability or sth else?

Thanks in advance.

Yes, "highly qualified" means the person has all (or most of) the qualities, skills, background, or experience that you are looking for.
