The ideal welfare state is that in which the government assumes total responsibility for the welfare of its citizens (health care, education, pensions, etc etc).

I can only say that an ideal walfe state doesn't exist and that's just a pipe dream. Moreover I wouldn't like to live in such a state where all aspect of life are controled by  "infallible" governament.
