How many IS/ARE too many?

How many people IS/ARE going?

How many theories IS/THERE?

Many people IS/ARE going to the party.

How many people IS/ARE going? -- people is plural so use are.

How many theories IS/are THERE? --theories are plural .

Many people IS/ARE going to the party.-- same reason as above.
