How many books can I buy/get  for 20 dollars ?

How many books can I buy/get  with 20 dollars ?

All your options are common and acceptable.

"For" implies that the deal is transacted for $20.

"With" implies that $20 is the limit on what you wish to spend. You may not spend it all.

(That's my sense of it.)
