The best way to improve fluency is to use the language. Read, write, listen & speak.

 Hello - Here are some tips if it helps. Firstly, do speak more slowly as this gives you time to think and makes you easier to understand. Ask 'how' questions so you don't have to formulate complex grammatical questions. This is very useful especially in informal conversations e.g. 'how was the weather?' How was your trip? 'How 's business?' Also, practice and get feedback from a native speaking teacher.

How about some practice by phone? This way you have to speak and you can be corrected by a native English specialist teacher. The lessons are 1-1 and we use dedicated material which will focus on your fluency.

What you can do is start reading books & then narrate the story to someone in English or you can narrate it to yourself standing in front of the mirror. It would be better if you can ask a friend to help you. Start watching english news, serials or movies that way u can learn new words & would also know where to use them or how to use them. Start conversing with friends in english.

Yes, I would agree with that.  An inexpensive way to practice is by reading local and popular newspapers daily.  I would recommend The Wall Street Journal.  Before you know it, reading aloud will transfer into improved fluency.
