Dear Sir/Miss,
My student asked me a question as follows:
During the examination we are supposed to stay in our seats, keep our eyes on our work, ________to anyone.
A. instead of speaking B. rather than speak C. and not speak D. but would not speak
Some students choose B, some choose C. I can't make a decision on that. Could you help me as soon as possible. I'm looking forward to your answer.

The correct answer in this case would be C.

"Rather"Beer [B]would suggest that you were doing the preceding list of things instead of speaking. Not speaking is an additional item on the list and is therefore included with an "and" (C).
