I thought that above sentence is incorrect, as the use of However much appear awkward to me. However ,its a correct sentence. Yes, it is.
Whats wrong if I say "Even though United States voters may agree"........minimal state. Nothing''s wrong. You can say that, too.
However, you are changing the meaning. The origianl version is focusing on the degree to which voters agree. Your version is focusing on the hypothetical nature of their agreement.
