1) It is important that Vanessa send her resume immediately.

2) It is important that Vanessa sends her resume immediately.


Both sentences are possible, depending on the context.


(1) is conditional  (which is why the verb is not in the third person singular form -- maybe this form is called the bare infinitive?) -- we don't know, when making this statement, whether she will actually send the resume or not.  (There are several types of conditionals, but I don't know enough of the grammar rules to explain them.  Sorry.)


(2) is possible, but only in a particular context -- it assumes that we know that Vanessa sends her resume immediately.  Maybe we are discussing a story in which she does in fact send her resume immediately, and someone is claiming that fact is important.  But this form (with "sends") is not used in the context you are probably thinking of, where someone is offering advice about what Vanessa should do.


The other suggestion,  "It is important for Vanessa to send her resume immediately." is also a correct sentence and a possible choice.

What you have written is not a well-formed question.  I can only guess that you want to know which word, send or sends, should be used in the quoted sentence.  The answer is "send".  Don't use the form that ends in "s" after "It is important that".


It is important that Vanessa send her resume immediately.

It is important that George read this document soon.

It's important that Henry take his medicine every day.

You can substitute other words for "important", such as "imperative", "essential", "indispensable", "desirable", "necessary", and "vital", and the pattern remains the same:  It is essential that George read this document soon.

There are two common variants of this pattern.  You can add should, thus:


It is imperative that Vanessa should send her resume immediately.


Or you can change the that clause to a for ... to ... clause, thus:


It's desirable for Henry to take his medicine every day.
