Anonymous:it means 'I realised that' or 'I already worked that out' 'I already know'... its really used as sarcasm, its a joke.
...If someone said 'its raining' - then someone could say 'I figured that much'

Depending how closely you want to paraphrase it, it means any of these things.
I thought so.
