The present work intends to demonstrate in substantial way the structure it external control in Brazil, reflected for the Courts of Accounts, that much even so are not of free knowledge, represents the maximum expression of the basic rights and the democracy in the country, a time that fits to the cited Cuts the public fiscalization of the goods and values, hindering that it has wastefulnesses or improper advantages gained by the Collators of expenditures. Thus, to the long one of the work it will be developed the history of the Courts of Accounts and its evolution to the long one of the years, as well as its abilities and attributions, in order to consecrate the structure that consolidated the democracy and the application of the basic rights.
