We find effigies of Lincoln in many public parks and government buildings.

It's a three-dimensional likeness, such as a statue or a voodoo doll.  Some are complimentary and some are not.  The best known useage is "We burned the bum in effigy," which describes the common practice of making a mock dummy of some despised person and burning it in front of an angry mob   -   hanging or otherwise (the effigy, that is.)

Oh I see!
So it's not really a commonly used word, or is it?

It's common only in the expression "to burn in effigy."  This expression is so common it's used figuratively  "They burned him in effigy," meaning simply that he was seriously criticized in public    -    no doll, no fire.
