Hi, simplepast.

a.) "I have got to go to the shops." - This sentence tends to mean that you personally feel some urgent reason to go to the shops. For example, if you heard that they were having a 50% off sale, you may say, "I have GOT to go to those shops!"

b.) "I have to go to the shops." - This sentence makes me think that you have a requirement to go to the shops. You may not really want to go, but you have to go because there are things you need to buy.

Does that help?
