Hi, simplepast.
a.) "I have got to go to the shops." - This sentence tends to mean that you personally feel some urgent reason to go to the shops. For example, if you heard that they were having a 50% off sale, you may say, "I have GOT to go to those shops!"
b.) "I have to go to the shops." - This sentence makes me think that you have a requirement to go to the shops. You may not really want to go, but you have to go because there are things you need to buy.
Does that help?

Have/have got
I've got to
I should/must go.
Did not and have not
Would, would have/ could , could have?
Must VS Have to
The same watch as VS the same watch that...
Where can we use " WOULD""GOT"...
How should I view the state with respect...
Difference
