No. It means the same as I wish.... Compare:
If only he would speak to her. She misses him so much.
I wish he would speak to her. She misses him so much.

Well, it depends, doesn't it? If it is written from her point of view and that's supposed to be one of her thoughts, then "I wished" and "she wished" could be considered the same thing, yes? Do you get what I mean?
