Perhaps this:

According to tells you what you should be doing. According to our agreement, you should have sent this to me by now. According to our agreement, the products must be ready for shipment by next Friday.

In accordance with tells you why you are doing something or confirms that you are doing it. In accordance with our agreement, I'm sending you the first of three three shipments.

Hi Rusland,

"In accordance with" means the refered to item complies with a rule, law, someone's wishes, etc.
"According to" means the item has been mentioned by someone, in a document, contract, etc.
There may be other meanings (and ambiguity) but if you stick to these uses you should be ok.

The reason for the perceived interchangability is because some sentences can take both meanings. For example:
In accordance with document 4827, held at the townhall, planning permission has been applied for. (Document 4827 sets out the rules for planning applications.)
According to document 4827, held at the townhall, planning permission has been applied for. (Document 4827 is a proof of receipt of the planning application.)

I'd have said it's wet and cold if I wasn't afraid it'd cause a "patience overflow" in an admin...

This my take on the subject:

According to = By the account / words of

According to the security guard, he found the victim lying on the entrance of his apartment unconscious

In accordance to =  By the definition of…..typically referred to the rules, regulations, resolutions, agreement etc…

In accordance to the rules set by the commission, any athlete connected to possessing, using and or distributing any banned substances are subject to possible suspension from the participation of the competition.

Hi Goodman,

Do you really say "in accordance to" in California? In Google the only examples of that I can find are juxtapositions.

Hi Bokeh,

I am not so sure if this is a Californian usage, but I believe "in accordance to/ with" are both used.
