Does 'in here' indicate 'room'? If it's it's not a room, it would be just 'here', right?

Hello.

If you're in a room, "in here" indicates "in a room."
Some people say "in here" instead of just "here."

I agree. I think when you're talking in front of the elevator, you might say 'I bet somebody's in there,' where 'in there' means in a elevator.
