Hi all!

Could you help me with this sentence, and particularly with the phrase in place

In France, a national system has been in place for some time.

What does it mean saying in place?

Thank you all!!!

Established and working.

I'm not sure what the national system DOES - but whatever it is, France has it and has been using for it for a while, according to the sentence.
