Hmm...
'Insofar (often one word) as' has a limiting nature; it means 'to the extent that'-- 'Insofar as my memory serves me, Clark Gable died in 1960, right after shooting

'As long as' more often has the meaning of 'while' or 'since' -- 'As long as you are up, could you get me another beer out of the fridge?'
If you could give me a couple of more parallel sentences for the two phrases, I could give you a clearer answer (perhaps!), Vincent.
