So you can use that credit for other purchases in that shop. In this way, the shop encourages you to buy from them. Extending the arm of the law means extending the reach of the law, so that the law can be used and applied in more countries. In other words, criminals/terrorists hiding or residing in another country faraway can still be prosecuted by the same, universal law.
