I often see such kind of expression in our files:

"service fee in sum of USD10,000"

I feel the noun "sum" requires an article (either "the" or "a") here. In other words, it should go like: service fee in the/a sum of USD10,000.

I'd like to hear your native speakers' comments.

I agree, "in the sum of" sounds more grammatically correct.

The example you stated is pretty common in business writing, though.
