To me it looks as if the word saving has been omitted from the sentence. 

In the interest of saving time, we ask that you hold your questions until all speakers have finished their presentations.

In this case:  because we do not want to run out of the time for  all the speakers, we will not have questions until all of them have spoken first.

No, it's not omitted. It's just an idiomatic use, I guess. But it's pretty common.
