Our new district attorney, a Cuban American, is making a speech on Saturday.

Is this sentence correct?

The grammar is fine, and it doesn't seem offensive.

Is the phrase 'a Cuban American' necessary?

Best wishes, Clive

That was my thought too; there's nothing wrong gramaticallywith what you wrote, but it is necessary to include the new DA's ethnicity?
