'inner city' ?

Hi

 

I don't understand why the phrase 'inner city' has the meaning of being a place where there are ofter problems because people are poor and there are few jobs and bad houses . Isn't inner city the CBD of the city ? Could you please explain why this is the case ? Thank you .
