'is' and 'are'

We have already discussed a lot on questions similar to this. Post:79864 and 28854. But I myself still not got completely determined about which would be better in which situation.

In Japan today even dogs are learning how to bow-wow in English.

Here's the thing, most people use the contraction: "There's" can mean "there is" (present singular) or it can mean "there was" (past plural) while "there're" means "there are" (present plural).

Personally, as a native British English speaker I would use the plural form for multiple items even if the item nearest the verb happens to be singular.
