1. The flower market in San Francisco is __, and was established in 1930s.
A. home to the country’s second largest flower market
B. home of the second largest flower market in the country
I would choose A but my teacher says the answer is B. I think "the home of" would be correct, not "home of".
What is your opinion?

2. According to the scientific method, a scientist must consider __ outcome A. any outcome and the possible B. any outcome a possible
I would choose B but my teacher says the answer is A. I think this is the structure "consider something something". I feel it is more appropriate in meaning.
What is your opinion?

However, in neither case is it good English to repeat the phrase 'flower market.' I'd prefer

Again, I agree with you that B is correct, for the reason that you stated.
I'd add that A does not really make sense, because 'any outcome' would include 'the possible outcome' so the latter phrase seems redundant.
