A new ring road around the city is being built.

i want to ask the meanings of the two sentence is same?

Hi Kurt,

Yes, same meaning. Prepositional adverbs have a bit of fluidity in a sentence. In your example, it could also introduce the sentence:

'Around the city, a new ring road is being built.'

The writer has the option, which he may use to manipulate sentence stress or focus.
