Hello,
Is it acceptable to use 'which' twice? For example,

The fact that the Malaysian English syllabi which advocate the communicative approach which emphasizes the teaching of English through English rules out the use of translation.
or is there any other way to avoid double use of which in a sentence?

You can use "that" in most cases .
