- a group of tourists are

Hello Chuan Seng

In BrE, you can use the singular when you're talking about the group as a single entity:

1. A group of tourists was standing outside Buckingham Palace.

Or the plural when you're talking about the group as a loose collection of individuals:

2. A group of tourists were running round Buckingham Palace.
