in the following sentence would I use "is" or "are":  Enclosed is the Contract Document set of Construction Plans and Specifications.

Is the Contract Document one thing that includes the plans and specs?

Should there be a comma or an "and" after "Document"?

taking your sentence as is, my answer to your question would be that 'is' is correct as it refers to the noun 'set'. (I'm taking 'contract document set' as a single noun phrase)
