Why use the present tense? Is it acceptable to use the past tense here?
What's the context and what are the tenses used for the surrounding sentences ? Anyway, I would think the present tense is acceptable simply because a fall 2005 issue of this journal (if you were to get one from a library) would still have this article. In the above sentence, it sounds like 'published' is maybe meant as a synonym of 'available' ?Not sure others would agree here...
