In 2001, about 50,000 acres, 13.52% of the total area of Dakota County, were

urbanized/developed land converted from land cover types other than developed land

since 1992.
 is this sentence correct or has some missing words in it?

It looks OK to me, but I'd tend to say "was" rather than "were". (Another very picky point is that 13.52% seems like unwarranted precision compared to "about 50,000".)

Between 1992 and 2001, about 50,000 acres of undeveloped land in Dakota County (i.e. land previously without buildings or roads) was urbanized or developed (i.e. buildings or roads were constructed on it). This amounts to 13.52% of the total area of Dakota County.
