Is there any stipulation as regards qualifications?

This is an example sentence I got from my dictionary. However I think it's grammatically incorrect. I think it should be 'Is there any stipulation regarding qualifications?' What do you think?

Thank you

Success - it is not the position where you are standing, but which direction you are going.

'The question is,' said Humpty Dumpty, 'which is to be master-- that's all.'

Oh I see. It makes sense now. Is 'as regards' more formal than 'regarding'?

I don't think so.  To me, it sounds a bit more awkward, actually.
