While farm workers have to wake up every day asking themselves how feed their families, the guero--the oppressor--grew happier and wealthier.

It's complete, but it still doesn't make sense. "while" connects things which are happening at the same time. "farm workers have to wake up every day ..." and "the oppressor grew happier ..." happen in the present and the past, respectively, so cannot be connected by "while". This can be corrected in either of two ways: "farm workers had to ..." OR "the oppressor grows happier ...", but not both, of course or you'll be right back where you started -- with one clause in the past and another in the present!

I was trying to connect the two clauses in the present tense.

Right. The U.S. has a presidential system while England has a parliamentary system of government.
