Can I say with the same meaning,

It is unusual that, in South Korea, the approval rating of a new president fall below 30 percent only 2 months after his inauguration.

The first sentence is more general to me in the sense that it can still be used even the statement has never occurred, though in this case and in most cases the construction suggests a current occurrance.

On second thought, they should be the same Big Smile. This is a very intersting question. As you can see, I'm struggling too.

That is very awkward.

In South Korea, it is unusual FOR is the best bet. There are other ways to write it, but none will make them more clear.
