Think of Infranet as the Internet sans the World Wide Web, it's free and open access, and resultant chaos. Is it "its" or it is", please advise.

I wonder whether it could also mean:
"Think of Infranet as the Internet sans the World Wide Web, [i.e. without] its free and open access and resultant chaos."
