I didn't think that this was a word, but it was used in an official document written by someone who would know.
The organization must meet the needs of its' members.
I thought that the possessive of it was just its. Maybe it is different for collective nouns? Originally I thought it was a typo, but alas it appears several times in the paper.

It's a mistake. " Its " is the possessive pronoun in all cases, while " it's " is the contraction of " it is ". There are no other choices.
