Hi,

Sometimes, I see "I got to " while reading a script instead of "I've got to" and also "I better" instead of "I'd better".

I am just wondering about this, I mean, can you omit "have" or "had" in conversation?

Many do, VC, but it is not good form, not a good language habit to develop. It is definitely 'casual'.
