. It means to survive (usually financially), to eke out one's living.
It is hard to keep one's head above water in this dog-eat-dog world.

I knew that 'head above water' means 'out of debt'. Is it wrong?

What I wanted to say that the meaning 'to servive(usually financially)' has a wider sense than 'out of debt'.
