No.

Kitchen sink drama This refers to gritty, realistic drama about people at the lower, very ordinary levels of society (sometimes referred to as 'the working class').

Soap opera This refers to stories that are full of over-wrought, excessive melodrama and uncontrolled emotions. They are usually very unrealistic.

Kitchen sink drama is usually just a single play or film. Normally very depressing. No-one could watch a continuing saga... It's quite an old-fashioned phrase too. They were popular in the 1960/70s.

Soaps are soaps in the UK too, even those about working class situations.
