What do you call an area of an ocean while has been filled with earth for land expansion? landfill?

No. landfill suggests a place where rubbish is buried.
You mean 'reclaimed land' (google land reclamation)

Hi,
There's also "
polder
", which is not an English word (it comes from Dutch) but is quite common in academic texts ... probably because a lot of land was reclaimed in the Netherlands.
