I suppose you mean "last laugh" as in "Jack had the last laugh".

It comes from the saying, "He who laughs last laughs best". It means, roughly, that if someone plays a joke on you or humiliates you in order to laugh at you, you may be able to turn that around to your advantage and laugh at them, perhaps by playing an even bigger joke on them or by coming out the situation even better than before. So it's better to laugh because you have overcome some humiliation than it is to laugh because you are humiliating someone.

So the last laugh is the best laugh.
