Can someone tell me if this is the right sentence?

I know "Learning a second language is difficult" makes sense.

but does this sentence, "To learn a second language is difficult.", make sense ?

if it doesn't, then why not?

Both are fine; 'learning' is the more common form.

'The question is,' said Humpty Dumpty, 'which is to be master-- that's all.'
