Sure Dancinglow (by the way, I love your name. It sounds like a native American Indian name!) Teaching for Skype when both teacher and student have an account with Skype VOIP application (it is freeeeee!). This application allows people from far away to be able to have a face to face conversation. In my case, I teach English Conversation. Simply put~~ we put down the books and use what you have learned to have a one on one conversation!
A language exchange partner is good if you are looking for a free way to practice English. A professional teacher like myself, will not speak with you for free. Our intention is to focus on you and what you need to be a better speaker. We will introduce different topics, stop the conversation briefly when we see where you need better understand or pronunciation. We hope to help connect the many thoughts you have in your mind to the mouth that you use to convey them.

2. Get Paypal (the best way to pay overseas)
3. Schedule a time to talk
4. Meet on Skype with this Native Speaker and have a great conversation using all of those facts that you learned from textbooks.
