I got the bags wrong too...
...but I think the trick of the riddle is that everyone forgets to add two legs for the driver!
Actually in the version I got, I did add two legs for the driver, and that was wrong. Apparently either an amputee is driving the bus, or it's stopped. The driver couldn't handle the meowing!
