Is the statement accurate?

"Lift it over" is enough.

edit:  actually, "lift it above" is better.

It's completely understandable to me, but I'd leave out and.  I'd say any of these:

Lift it over your head.

Lift it above your head.

Lift it up over your head.

Lift it up above your head.

Thanks CJ. Come to think of it, up and over mean two separate actions. For example, he runs and jumps up and over the wall. Do you agree?

 I agree, except I wouldn't call them actions.  up and over are best described as positions or directions, not actions.

Lift it upward (direction) until it is over/above (position) your head.

= Lift it up over/above your head.

Yes, to be very specific, some motion in the "over" direction is needed together with the "up" direction, in case you're thinking that.  But these expressions are not that specific.  We would not say Lift it up (and) over (to) above/over your head.  In these expressions, over is taken to mean the position above, not as lateral motion.
