What does to 'make available' mean. Is there a difference between something being 'made available, and something being 'available'.

'Be available' is a condition.
'Make available' is an action meaning 'cause to be available'.

If something 'is available', you can get it immediately; if it 'is being made available', you may have to wait a bit for the action to be completed.
