Should I write

1. rate at mean conditions
or
2. rate in mean conditions?

'Mean rate' is not a solution. I guess 'at' but I would like to be sure.

A sentence: The production rate in/at the mean conditions was 5 per a second.

Longman dictionary (http://www.ldoceonline.com/index.html) gives an example:
"In cold conditions you'll need a sleeping bag with a hood."

Does this help to clarify my question?

I would think that this is slightly different usage-- a more scientific one-- than the Longman example, and would myself have chosen 'under mean conditions'.
