what does the sentence "Knowledge of technical practices associated with operating various motor vehicles." mean

It seems like a long way of saying 'knowledge of driving', or even simply 'ability to drive'.

It's not really a sentence, since it has no verb or sentence structure.Smile [:)] It's just a phrase.

It means you need to know how to drive. It implies you need to know how to drive different types of vehicles which could be manual transmition, motorcycles, large trucks, etc.

Sure is a wordy way to say it though!
